The “Housestabilization and Street Outreach Program” outlines a multifaceted approach that includes: * Rapid Rehousing: Providing short-term rental assistance and supportive services to help people experiencing homelessness move into stable housing quickly. * Permanent Supportive Housing: Creating new housing units and providing ongoing support services for individuals with chronic homelessness who face barriers such as mental illness or addiction. * Street Outreach: Expanding outreach teams to connect with individuals living on the streets and provide them with resources and services. * Employment and Training: Partnering with local organizations to offer job training, placement, and financial assistance to help individuals gain financial stability. * Prevention: Investing in programs that provide rental assistance, case management, and counseling to prevent people from becoming homeless in the first place. Mayor Scott emphasized the urgent need to address homelessness in the city: “We cannot afford to have people living on our streets. It is a moral imperative that we provide them with the resources and support they need to get back on their feet.” The plan has received widespread praise from community organizations, service providers, and advocates. “This is the most comprehensive plan to combat homelessness that Baltimore has ever seen,” said Lisa Rowe, director of the Baltimore City Coalition to End Homelessness. “It will make a real difference in the lives of thousands of individuals.” The funding for the plan will come from a combination of federal, state, and local sources, as well as partnerships with private organizations.
